Annette has over 30 years of experience providing legal, regulatory, procurement, strategic and management support to energy efficiency and renewable energy programs in California, the Midwest, and internationally. She has deep experience leading and managing large, multi-disciplinary and multi-stakeholder efforts relating to clean energy, including collaboratives, working groups, advisory councils, and non-profit governance boards.


Michael leads emerging opportunities involving new measures, technology transfer, and program innovation.
Michael has more than 15 years of experience in the energy efficiency and utility industry including performance testing, impact estimation, due-diligence review, and technology R&D. For the California Technical Forum (Cal TF), Michael is leading collaborative efforts to source, screen, and develop new measures for California’s eTRM, while supporting streamlining efforts for deemed measures and custom projects. Michael is also leading engagements with California’s publicly owned utilities (POUs) via the California Municipal Utilities Association, including the updated POU Technical Reference Manual (2025).
