Our Team

Annette Beitel, President

Annette has over 20 years of experience providing legal, regulatory, procurement, and management support to energy efficiency and renewable energy programs in California, the Midwest, and internationally. She has over fifteen years of experience leading and managing large, multi-disciplinary and multi-stakeholder efforts relating to clean energy, including collaboratives, working groups, advisory councils, and non-profit governance boards. 


Annette currently facilitates the California Technical Forum (Cal TF), for which she works with nationally known technical and policy subject matter experts to advance the development of energy efficient measures for the California program portfolios. She also served as the lead facilitator for the successful, long-standing Illinois Stakeholder Advisory Group for 10 years, a forum authorized by the Illinois Commerce Commission (ICC) to build consensus and make recommendations to the ICC the on State energy efficiency policies, portfolio and program design, administration, implementation, and evaluation. She has recently been asked to lead the Illinois Income Qualified Energy Efficiency Advisory Committee.


For three years, Annette organized and chaired the Chicagoland Natural Gas Savings Program Governance Board and was responsible for administering the natural gas energy efficiency portfolio for Chicago and surrounding communities, which involved selecting and managing natural gas energy efficiency technologies for a broad range of customers.  Earlier in her career, Annette practiced law in California and litigated matters before the California Public Utilities Commission, and provided legal advice and counsel to the Pacific Gas & Electric Company Customer Energy Management group. 


Annette has a JD from studies at Harvard University and New York University, a Master of Science from the Massachusetts Institute of Technology, and a Bachelor of Arts with Honors from Wellesley College.

Tim has more than 25 years of experience working to ensure best practices in program administration for the energy efficiency industry. He provides a variety of support services related to energy efficiency portfolio management and design. Since September 2015, his work for the California Technical Forum (Cal TF) has included measure benchmarking, work paper reviews, development of technical position papers, and developing statewide measures for the California electronic Technical Resource Manual. Previously, Tim served for as the Director of Energy Efficiency Services at Commonwealth Edison (ComEd) where he oversaw the ComEd energy efficiency portfolio. During his tenure at ComEd, the portfolio reduced energy consumption by approximately 8.5 million MWh and savings of over $800 million on customers’ electric bills. 


Tim has a Bachelor of Science degree in Mechanical Engineering from Purdue University.

Ayad has more than 20 years of engineering experience in energy efficiency and related fields, primarily as an engineering lead, project manager, and engineering manager. Ayad has more than 20 years of engineering experience in energy efficiency and related fields, primarily as an engineering lead, project manager, and engineering manager. Ayad currently manages the engineering team who serve as staff for the California Technical Forum. Previously, Ayad served as Engineering Director for CLEAResult Inc. (formerly the Resource Solutions Group) during which he developed and managed the CLEAResult California engineering team, served as a technical lead and industry expert for energy efficiency programs, and led CLEAResult in key strategic areas to expand its program services. 


Ayad has a Master of Science degree in Mechanical Engineering from Stanford University and a Bachelor of Science from the University of California at Berkeley. Ayad is a Professional Engineer, certified in Mechanical Engineering.

Jennifer has over 20 years of experience serving the energy efficiency industry in California and throughout the U.S. As a diligent researcher, she has managed and conducted program and portfolio evaluations, market effect studies, market share tracking, and cost-benefit analysis. Additionally, she has provided regulatory support and strategic planning on key energy issues. Jennifer previously served as a Director for an energy industry consulting firm, where she oversaw consulting engagements for the firm’s utility clients, led marketing and business development, built foundational business systems, and managed the company’s re-branding.


Jennifer has a Master of Science degree in Mineral Economics (Energy & Environmental track) and a Bachelor of Science in Economics from Penn State University.

Tomas Torres-Garcia, Supervising Engineer

Tomas  works on the engineering team for the California Technical Forum.  He previously worked as an HVAC Engineer Intern for Future Energy Enterprises. 


Tomas has a Bachelor of Science in Mechanical Engineering and a Bachelor of Science in Aerospace Science and Engineering from the University of California at Davis. 


During his schooling at University of California at Davis he worked at The Western Cooling Efficiency Center (WCEC) as an Undergraduate Student Researcher for 2 years.
